<p>	New Tools for Migrating Databases to Windows Phone</p>
<p>With Windows Phone 7.5 Mango starting to reach end users phones, Microsoft is releasing tools and sample code to help developers port their iPhone and Android mobile apps to the updated Microsoft platform.</p>
<p>On Monday, Jean-Christophe Cimetiere of Microsoft, blogged about a new mobile database conversion tool called SQLite2CE. Available on CodePlex, it converts your mobile app database to SQL Server Compact and creates the default classes necessary for running it on Windows Phone, according to Cimetiere. Microsoft is also offering a free utility, SQLiteQuery2LINQ on CodePlex to convert SQL queries into Microsofts Language Integrated Query (LINQ).</p>
<p>With Steve Jobss death, interest in Apple products is higher than ever. I was at the Apple store in Boston over the weekend and a sizable crowd was outside the store photographing the memorial of heartfelt notes, bouquets, apples with bites out of them and the like.</p>
<p>Apple didnt create the app store concept but Steve Jobs and company definitely created the consumer market for mobile apps. I covered the launch of the Apple App Store in a  Mobile Revolution cover story in Redmond Developer News in the summer of 2008 and asked, Will a paradigm shift rock the mobile application industry if the iTunes App Store strikes a chord with users? At the time, many of the Windows Mobile developers I talked to thought that it would, despite comments about the strength of Microsofts developer tools, including SQL Server Compact versus SQL Lite.</p>
<p>Back then, Apple had about 1,100 apps versus 18,000 Windows Mobile apps but people didnt realize it, said Ellen Craw, the general manager of longtime Windows Mobile app development company  Ilium Software.  There were MP3 players way before the iPod, but nobody made it big until Apple, she told me in 2008. Research in Motion was looking at the PDA market and thinking, Yes, this is what it should be, and then Apple showed people how huge it can be. We always believed it could be huge.</p>
<p>Nobody made it big until Apple is an apt description of the companys phenomenal success in the MP3 and music industries, App Store and smartphones, and now tablets. It will be interesting to see what happens with iCloud.</p>

Key components of the Markland Locks on the Ohio River have been<br />
      repaired following a 17-day on-site machining project undertaken by the<br />
      Army Corps of Engineers, who used a custom-built portable milling<br />
      machine concepted by the Army Corps of Engineers then designed and<br />
      developed by Climax Portable Machine Tools. The Corps&#8217; expert machinists<br />
      completed refurbishment of the 65-foot lock quoins that seal the area<br />
      between the lock wall and gates in preparation for new miter gates that<br />
      are being erected at the Markland Dam.</p>
<p>This was a project of major milestones for the Army Corps of Engineers<br />
      Louisville District. Most notably, by using the portable on-site<br />
      machines from Climax, the Corps of Engineers:</p>
<p>&#8211;<br />
        Completed the repair within 17 days, which compares favorably to other<br />
        near-term fixes or nearly 60 days involving cutting out the concrete<br />
        and replacing the quoins, which is seldom attempted.</p>
<p>&#8211;<br />
        Estimates a $61 million savings in time and labor.</p>
<p>&#8211;<br />
        Expects a 500 percent return on investment for their machine tool<br />
        purchase.</p>
<p>&#8220;We were looking for a better method for refurbishing the lock quoins,<br />
      and definitely found one in the Climax machine. Although this was the<br />
      first time we&#8217;ve ever used portable machine tools in situ for a job of<br />
      this nature, the methodology has already become a best practice for us<br />
      for future repair jobs,&#8221; said Gerard Edelen, USACE project manager on<br />
      the Markland Locks project. &#8220;The return on investment, time savings and<br />
      performance make this job a huge success.&#8221;</p>
<p>The Army Corps of Engineers Louisville District has eight locks and dam<br />
      sites on the Ohio River in their district, each with two lock chambers.<br />
      In total, 40 to 45 wall quoins eventually will have to be refurbished in<br />
      all miter gate change-outs. Because the Climax milling machines and rail<br />
      beds are modularly designed, the Corps will be able to transport them<br />
      easily via boat or truck and set them up to repair lock quoins at each<br />
      site.</p>

<p>In terms of corporate deployment, RIMs BlackBerry is still the platinum standard for IT teams to manage, an area in which iOS- and Android-devices are considered to be very poor performers. Theres a lot of reasons for this: the BlackBerry Enterprise Server is great for local and remote management and security policy implementation. And BlackBerry devices have enough hooks inside that cellular carriers can sell pre-configured devices in bulk to corporate accounts.</p>
<p>This need is still pretty great: while consumers drool over the latest Apple and Android devices, companies like those in the logistics and shipping industries need locked-to-contacts-only push-to-talk smartphones for drivers, traffic agents, and managers. Or high-security facilities need employees with phones that dont have on-board camera functions.</p>

In the year since York City Police began using anonymous texts and web-based news releases, several cases from thefts to shootings have been solved with the help of the community.
<p>
The department adopted the tip411 and Citizen Observer programs in September, adding them to a number of other technology-based tools.
<p>
But they arent the only ones taking on new tools: Many York County police departments have started using smartphones, Facebook, Twitter and Web updates to improve community relations and advance investigations.
<p>
Chief Wes Kahley said the anonymous texting system has alerted officers to illegal activity and given them leads on ongoing cases. More than anything else, he said, they get tips related to drugs.
<p>
Citizen Observer, a Web-based notification system, also has taken off &#8212; used by media organizations and the community to keep up on police activity.
<p>
Citizen Observer also has helped get information out faster. Before taking on the program, Kahley said, news releases were circulated through the police department and the mayors office, then sent out to news outlets.
<p>
But combine Citizen Observer, Facebook and Twitter updates, Kahley said, and keeping everything updated can be time-consuming &#8212; plus it requires a little instruction for those new to social media.
<p>
In the long run, Kahley said, the Web updates have helped them fulfill a goal to keep the community informed.
<p>
But some police departments arent as eager to sign up for the next social media tool.
<p>
Southern Regional Police Department also has found new technology to be a useful tool, but officials there use it with caution. In February, someone from the department posted an update on Facebook about an officer being injured by a K-9 during an arson arrest.
<p>
Calls came in for information, but the department wasnt ready to release it.
<p>
There has to be some sort of check and balance, Chief James Boddington said. People are anxious to tell people of the good work they do, but you cant post things prematurely.
<p>
Boddington also has seen technology help create new waves of crime, such as harassment by communication, sexting and identity theft.
<p>
Maybe these forms of social media arent as good as everyone thought, Boddington said.
<p>
But the department has taken on other tools to assist in day-to-day tasks, such as giving iPhones to supervisors to take photos at crime scenes. Hes also found cellphones to be a helpful tool for people to report drunken drivers.
<p>
Other county police departments have found technology to work so well that theyre looking for ways to take on more.
<p>
Northern York County Regional Police updates its website almost daily with arrests and crime alerts. Since they started running it a little more than a year ago, the website has had more than 250,000 visitors &#8212; many who check the site numerous times a day.
<p>
We felt the need to become involved with the community on a regular basis, Chief Mark Bentzel said.
<p>
So far, he added, running the site has proved to be a useful tool, at a very low cost.
<p>
Any tips people submit through the website are forwarded to patrol officers, Bentzel said. Many are in response to articles on the website, but several give information on drug activity, drunken drivers and robberies.
<p>
Not all tips pan out or provide enough information, Bentzel said, but many have been very useful.
<p>
Northern Regional hasnt made the move to a Facebook page, but social media has helped in other ways. A resident recently saw a message on Facebook about Spring Grove Area High School being vandalized with spray paint during a weekend. Someone called it in, and police were able to check it out before the school would have reported it Monday.
<p>
In that regard, its like everyone knew but us, Bentzel said.
<p>
Instead of taking on additional online platforms, he said, the department hopes to develop a smartphone app that will list police incidents. Theyll also revamp their website this month, giving it a new look and making it easier to use.
<p>
While some technological advances have benefited law enforcement, others have fallen short.
<p>
Kahley said one bit of technology thats not working so well for York City Police is ShotSpotter, he said.
<p>
The city put in the controversial gunfire-detection system in 2008, but it picks up several noises, from cars backfiring to fireworks.

No form of technology is going to solve crime, Kahley said. Its just another tool in the toolbox. <br />
