More tools and a bigger picture

The schools commitment to mens basketball aside, perhaps none of UNOs previously existing programs got a bigger boost with the move to Division I than womens basketball.

Thats because new coach Chance Lindley, who inherited a program that had been offering the equivalent of 10 scholarships, now has 15 full rides to dole out.

CMS launches online compare tools

The Centers for Medicare #38; Medicaid Services has announced the launch of an updated Hospital Compare website and another Web-based tool for consumers.

The agency said the Hospital Compare website now includes information about how well hospitals protect outpatients from surgical infections. It also has data on whether hospitals use proven therapies to treat suspected heart attacks (www.medicare.gov/quality-care-finder).

CMS also launched the Quality Care Finder tool, which provides a one-stop destination for all of CMS compare tools, including Nursing Home Compare, Physician Compare, Dialyses Facility Compare and Medicare Plan Finder.

Claims processing firm goes private

Emdeon, a claims processing and revenue cycle management company whose systems are sold to physicians, was removed from public stock trading on Aug. 4 after being bought for $3 billion by a private-equity firm.

Blackstone bought a majority stake in the company for $19 per share, or only $3.50 per share more than the $15.50 trading price Emdeon opened with on its 2009 initial public offering. General Atlantic, another private-equity firm that had bought a majority stake in Emdeon for $1.8 billion in 2006, sold its shares in the transaction.

Emdeon has connections to Healthscape, which was founded in 1995 by Netscape co-founder Jim Clark as his next big Internet venture after that company had a hugely successful Wall Street reception after changing its name to Healtheon.

Healtheon, after merging with WebMD in 1999, paid $2.5 billion in 2000 to acquire Envoy. In 2005 — after the Internet stock bubble had burst — Healtheon/WebMD changed its name to Emdeon, and put the WebMD health information business out as a public stock offering.

Analysts said Blackstones interest in Emdeon was likely because it believed that its stock was undervalued at a time when health system reform is creating more demand for the automated services that Emdeon provides.

Most enterprise software developers working in organizations that have adopted Agile today are dealing with heterogeneous ALM environments that mix and match solutions from different vendors and open source projects. Thats a real problem for companies with more than a few developers, says Mik Kersten, CEO of Tasktop Technologies, because this increasingly commonplace mix of tools creates a disconnect between development, QA and management.

FATCA: Giving More Tools to the IRS

The IRS has long sought to increase its ability to pursue US taxpayers who invest abroad and fail to report their foreign income.  The new Foreign Account Tax Compliance Act (FATCA), which will take effect in 2013, provides more tools for the IRS, not only to pursue non-complying US taxpayers, but also to more severely penalize those taxpayers it prosecutes.  Additionally, the new law will make the accountants who prepare and file domestic tax returns share the responsibility for meeting the requirements of the law.  In her article, “Start Preparing Now For New Foreign Bank Account Reporting Rules” published at the Wealth Strategies Journal, Laura Barooshian covers the basics regarding the changes expected under the new law.

For years, many Americans have used the bank secrecy laws of countries such as Switzerland or Liechtenstein to avoid paying taxes on foreign investments.  However, given new developments in case law, this previously impenetrable barrier in secrecy is giving way to increased pressure from the US government.  In 2006, in a case against billionaire Igor Olenicoff, the IRS succeeded in leveraging the Swiss banking giant, UBS, to release data on thousands of bank accounts held by Americans.  Consequently, the IRS created a voluntary disclosure program, which brought in over $400 million in additional tax revenue.  After the expiration of that program, the IRS has created a new voluntary disclosure program, with increased penalties, in order to force some of the stragglers to cooperate.

Returning to the new FATCA law, US taxpayers will be required to report foreign assets with values exceeding $50,000 on special returns.  The new requirements will involve intricate details on the banks where the accounts are held, the life span of the accounts, and even the extent of communications between the taxpayer and the bank.  Furthermore, the IRS will be permitted, under FATCA, to prosecute cases up to six years after the initial noncompliance.  This is double the three year statute of limitation previously mandated by federal law.

Please stay tuned for more changes to come as the IRS issues guidance on FATCA this year and in 2012.  Many changes are on the horizon and it’s a fair bet that they will be stricter than ever before.
